Abstract

This paper seeks to provide a critical vocabulary about the relationships between society, technology, and innovation, for informing the design of innovation policies geared towards greater degrees of social inclusion. Although it is expected that  technological development and innovation should become factors bringing about a more prosperous society, there is no linear association between them because the social relations surrounding technological change are, after all, power relations. Taking as a starting point the fact that technology builds material and cultural structures that transform social practices deeply, this paper examines some of the issues related to public policy design and state intervention that ought to be considered in order to link technological innovations with social inclusion.
